The Ellis County Jail, officially designated as the Wayne McCollum Detention Center, is situated at 300 S. Jackson Street in Waxahachie, Texas. This establishment functions as the main detention facility for Ellis County, operating under the authority of the Ellis County Sheriff’s Office. The jail is tasked with the secure detainment of individuals awaiting trial, serving penalties for misdemeanors, or awaiting transfer to state institutions for felony convictions.

History

Ellis County boasts a lengthy heritage of operating jail facilities, commencing in 1854 when the inaugural county jail was erected. Through the decades, the county has constructed several jails to accommodate its enlarging populace and changing criminal justice demands. The present Wayne McCollum Detention Center epitomizes the fifth jail in the county’s chronology.

The edifice is commemorated in honor of Wayne McCollum, who fulfilled the role of Sheriff of Ellis County for two decades. Construction of the prevailing jail initiated in 1989 at a projected expenditure of $6 million. The initial phase was inaugurated on July 1, 1991, with a beginning capacity of 200 inmates. As the county’s populace expanded, the necessity for augmented space arose. In 2001, a subsequent phase was finalized, augmenting the jail’s capacity to 568 inmates. A tertiary phase, inaugurated in 2010, further elevated the maximum capacity to 856 inmates.

Facility Design and Management

The Wayne McCollum Detention Center is composed of three distinct phases, each adopting divergent design philosophies:

1. Phase 1 (1990): Utilizes a modular design
2. Phase 2 (2002): Also adopts a modular design
3. Phase 3 (2010): Implements a direct supervision design

The jail operates under the direct supervision management philosophy, which accentuates ongoing interaction between correctional staff and inmates. This approach endeavors to diminish violence, enhance facility conditions, and amplify overall security.

1. Medical Services: The establishment provides in-house medical care, encompassing basic clinical and dental services. There is a medical examination area in the processing section and supplementary examination rooms in the infirmary.

6. Sheriff’s Alternative Prisoner Program (SAPP): This initiative enables supervised inmate laborers to perform maintenance tasks at county properties.

7. Commissary Services: A mobile cart system permits inmates to purchase hygiene products, snacks, and other approved items.

8. Chaplaincy Services: The jail chaplain addresses the spiritual and emotional needs of inmates, providing counseling, prayer services, and religious guidance.
